Heat the vegetable oil in a large skillet over medium-high heat.
Add the chicken and cook for 5 minutes, stirring occasionally.
Add the onion, garlic, carrot, and bell pepper and cook for an additional 5 minutes.
Add the broccoli and cook for 3 minutes.
In a small bowl, whisk together the soy sauce, honey, and rice vinegar.
Pour the sauce over the chicken and vegetables and cook for an additional 3 minutes.
Serve the stir-fry over cooked brown rice.
